Directions concerning decisions about drugs and other treatments

Every year, the PCT plans investment in new interventions and services as part of its Operational Plan. New developments are considered against clear prioritisation criteria alongside the available resource within the PCT budget.

Throughout the year new interventions become available and new indications are proposed for established treatment. The PCT has a process for considering these which uses the same prioritisation criteria.

At times, a new intervention or indication has not yet been considered by the PCT but an individual patient’s case raises the issue of whether this should be funded. In such cases, and if the intervention is likely to be used in other patients, the request will be referred for prioritisation. This should not be confused with an Individual Funding Request where either the PCT has a general policy not to fund, but a patient and their treating doctor wants the PCT to consider their specific circumstances, or the clinical circumstance is so unique that it is unlikely that any other patients will require the intervention.

Service Specifications

The High Cost Healthcare Board puts in place service specifications for a range of drugs, treatments and procedures. Each service specification aims to specify the criteria relating to a particular treatment, its licensed indication, the available clinical evidence, result of clinical trials (if any) and relevant guidelines and reviews, cost, together with whether or not the treatment is routinely commissioned. Excluded Drugs

The Individual Case Panel considers individual patient requests for new drugs, procedures or technologies either where the drug, procedure or technology is not routinely commissioned or where the patient is exceptional to that policy.
